Water Authority begins San Vicente Pipeline project
The San Diego County Water Authority board members and community and labor representatives cut a ribbon on a 102-inch pipe today to officially begin the largest construction project in Water Authority history. The San Vicente Pipeline will be a large-diameter pipeline connecting the San Vicente Reservoir in Lakeside to the Water Authority's second aqueduct west of Interstate 15.

The San Diego County Water Authority board of directors today approved an agreement with the city of Carlsbad that defines how the two agencies plan to work together to develop a regional seawater desalination plant at the Encina Power Station in Carlsbad. Last week, the Carlsbad City Council, the Carlsbad Municipal Water District, and the Carlsbad Housing and Redevelopment Commission unanimously approved the agreement.

After several months of negotiations, staff from the city of Carlsbad and the San Diego County Water Authority have reached a proposed interagency agreement on the development of a regional seawater desalination facility. The facility, to be located at the Encina Power Station in Carlsbad, would provide a new, drought-proof source of water to the region, producing up to 80-million gallons per day of treated water (up to 90,000 acre-feet annually).äóÂäóÂ

The United States Desalination Coalition elected Bernie Rhinerson from San Diego, chairman of the board at its Feb. 3 annual board meeting. Rhinerson, who had served as the interim board chair of the coalition, also serves as chairman of the board of the San Diego County Water Authority.
Water Authority suspends talks with Poseidon Resources
The San Diego County Water Authority board today voted to suspend development negotiations with Poseidon Resources for a seawater desalination facility at the Encina Power Station in Carlsbad. The Water Authority will, however, continue its independent studies on the Encina project for a Water Authority seawater desalination project.
Action to suspend negotiations with Poseidon followed six months of unsuccessful talks with the private development firm to resolve a dispute over a 2002 confidentiality agreement.
