Water Authority elects new officers to board of directors

By a unanimous vote, the San Diego County Water Authority board of directors Thursday elected its new chairman, vice chairman and secretary.

Bernie Rhinerson, of San Diego was elected chairman. James Bond, of Encinitas was elected vice chairman and George Loveland, of San Diego, was elected secretary. The new officers begin two-year terms on Jan. 1, 2003.

Bernie Rhinerson has represented the city of San Diego on the Water Authority board since 1998. He currently serves as chairman of the Rate Study Subcommittee, vice chairman of the Executive Committee and a member of the Audit Subcommittee, Fiscal Policy Committee, Water Policy Committee, Special Budget Committee and the Ad Hoc Committee on Desalination. He has served as chairman of the Water Authority’s Fiscal Policy Committee and vice chairman of the Public Affairs Committee.

Rhinerson is past vice chairman and a current member of the city of San Diego Water Supply Advisory Committee. In addition, he serves as a member of the Association of California Water Agencies’ Energy Committee and is a board member of the Southern California Water Committee. Rhinerson is former president of San Diego State University Alumni Association and Chair of the Dean’s Advisory Committee of the San Diego State University School of Professional Studies and Fine Arts. He is a 20-year public relations professional and holds bachelor’s and master’s degrees from San Diego State University.

James Bond represents the San Dieguito Water District on the Water Authority board. He has served on the board since 1998, and was a member of the board from 1993 to 1997. He currently serves as secretary of the Executive Committee, Water Authority representative to the Colorado River Board and is a member of the Ad Hoc Committee on Binational Activities, the Fiscal Policy Committee, the Water Policy Committee and Rate Study Subcommittee. He previously served as chairman of the Water Authority’s Fiscal Policy Committee.

In addition to these responsibilities, Bond has twice served as mayor and has been a council member of the city of Encinitas since 1992. Bond also has served as director of the Cardiff Sanitation District and as a member of the SANDAG Shoreline Erosion Committee. He is a past chairman of the Boys and Girls Club of San Dieguito.

George Loveland represents the city of San Diego on the Water Authority board. He has served on the board since 2001 and is currently a delegate to the Metropolitan Water District of Southern California board, and a member of the Engineering and Operations Committee, Fiscal Policy Committee and the Master Plan Ad Hoc Committee.

Loveland is Senior Deputy General Manager for the city of San Diego. He is responsible for supervision of the Water, Wastewater, Transportation, Engineering, Development Review, Parks and Recreation, Environmental Services and General Services departments. He is also the former director of the city of San Diego Water Utilities Department.

The San Diego County Water Authority is a public agency serving the San Diego region as a wholesale supplier of water from Northern California and the Colorado River. The Water Authority works through its 23 member agencies to provide a safe, reliable water supply to almost three million county residents.
