New contractor selected to complete Moreno-Lakeside Pipeline project

Archer Western Contractors has been selected by the Hartford, the bond company for the San Diego County Water Authority’s Moreno-Lakeside Pipeline, as the completion contractor for the construction project. Archer Western replaces Kenko, Inc., which departed the project in July.
The company is mobilizing personnel and equipment and will resume construction on the pipeline within the next two weeks. The project is expected to remain on schedule, with a winter 2004 completion date.
“We are pleased that a completion contractor has been selected,” said Gary Bousquet, Water Authority project manager. “The project can now move forward and when completed will help meet future water needs in this region of San Diego County.”
All previous work-blackouts agreed upon with the community will remain in effect. Blackouts include certain equestrian events, little league games and similar community activities.
The Moreno-Lakeside Pipeline Project is an important part of the San Diego County Water Authority’s $1.2 billion Capital Improvement Program to enhance the flexibility, reliability and capacity of its water delivery system.
The project will help meet the current and future demand for water in the eastern and southern regions of San Diego County as well as provide a reliable, alternate supply of water through its connection to the San Vicente Reservoir.
The 4.7-mile pipeline will connect an existing pipeline to the Helix Water District’s R.M. Levy Water Treatment Plant. The project, which includes a flow control facility, will supply up to 80-million gallons per day of untreated water to the water treatment plant.
The Helix Water District will use 40-million gallons per day; eight mgd will be used by Otay Water District, 18 mgd by Padre Dam Municipal Water District and 14 mgd is reserved for future use.
The flow control facility, located along El Monte Road, east of the Lake Jennings Park Road intersection, will measure the flow of water to the Helix, Otay and Padre Dam Municipal water districts.
Archer Western, headquartered in Atlanta, is a member of the Walsh Group and maintains five regional offices nationwide. The company’s San Diego office will complete the remaining project work.
