Pipeline 5 Relining – Oceanside 5 Flow Control Facility to Huckleberry Lane Project

Project Background
This project will rehabilitate approximately 4,970 feet of existing 96-inch-diameter pre-stressed concrete cylinder pipe (PCCP) in the community of Bonsall, near Interstate 15 just south of Gopher Canyon Road. This proactive infrastructure investment will extend the service life of a critical segment of Pipeline 5, which plays an essential role in delivering safe and reliable water supplies throughout the region.
The work involves relining the existing large-diameter pipeline to strengthen and restore the structural integrity of the pipeline while minimizing impacts to the community. Crews will perform most of the work within the existing pipeline alignment, helping reduce construction impacts to the community.
In addition to relining the pipeline, the project will install a new isolation structure in the northern portion of the relined segment. The isolation structure will allow Pipeline 5 to be shut down in smaller sections for future maintenance or rehabilitation work. This enhancement significantly reduces the cost and duration of future shutdowns, improving operational flexibility and long-term system efficiency.
The San Diego County Water Authority’s award-winning Asset Management Program is an example of Your Tax Dollars at Work. The program includes the rehabilitation and replacement of pre-stressed concrete cylinder pipe throughout the regional aqueduct system. Through continued investment in critical infrastructure, the Water Authority is ensuring the long-term reliability and resilience of the water delivery system that serves San Diego County. About 50 miles (or 62%) of the Water Authority’s pre-stressed concrete cylinder pipe has been relined to date. When completed, this project will increase the total to approximately 51 miles (64%).
Project Status: Current
The Water Authority is expected to award the construction contract in spring 2026 with major work starting in late summer 2026 and continuing through the summer of 2027.
