Contracting Opportunities

Solicitations valued greater than $10,000 and up to $150,000 may be procured through the Water Authority’s Sheltered Market Program for small businesses.  A Sheltered Market procurement is restricted to competition among small businesses with an active status and current small business certification in The Network, the Water Authority’s online vendor registration and solicitation notification system. For more information on the Sheltered Market Program for small businesses, click here.

The Water Authority solicits competitive proposals and bids for a variety of goods and services. If solicitation results are not available for a specific project, please contact respective project representative for information.

To be included on the Water Authority’s notification list for upcoming solicitations, register on The Network.

The Water Authority reminds all contractors and subcontractors of the adoption of Senate Bill 854 and encourages all contractors and subcontractors to ensure that they are familiar with and comply with the requirements enacted in June 2014. Such requirements include, but are not limited to, the requirement that contractors and subcontractors register with the Department of Industrial Relations, State of California (DIR), pursuant to Labor Code section 1725.5, which began July 1, 2014.

Beginning on March 1, 2015, in compliance with SB 854, the Water Authority will require all contractors and subcontractors to be registered with the DIR prior to submitting a bid on any public works project. Bids from contractors or subcontractors that are not registered as required will be deemed nonresponsive. Further, beginning on April 1, 2015, the Water Authority will not award a contract to and no contractor or subcontractor will be allowed to work on a Water Authority project unless contractor and each subcontractor are registered with the DIR pursuant to Labor Code section 1725.5. Please consult with your respective counsel for further information.

Additionally, contractors and subcontractors will be required to electronically upload certified payroll records (eCPRs) to the Labor Commissioner for all new public works projects awarded on or after April 1, 2015. This requirement will apply to all new or ongoing public works projects on or after January 1, 2016. Refer to the following DIR website for further information: www.dir.ca.gov/Public-Works/PublicWorks.html
