Capacity Charges

The System Capacity Charge is the cost for the conveyance and storage facilities necessary to operate the delivery system.

The Water Treatment Capacity Charge is the cost for the connection to the 100-million-gallons-per-day regional water-treatment facility. The Water Treatment Capacity Charge is an additional charge of $166 for each new meter of a size less than one inch and a corresponding increase for larger meters. The Water Treatment Capacity Charge excludes customers from the cities of Escondido, Poway, and Del Mar, the member agencies whose jurisdiction cannot be serviced by the 100-mgd regional water-treatment facility.

The member agency shall determine the size of the water meter to serve any property within its jurisdiction. In the event an agency calculates the water demand by the Equivalent Dwelling Unit ("EDU") method, the Water Authority's System Capacity Charge and Water Treatment Capacity Charge will be collected based on the size of meter actually installed to meet flow demand.
