Miramar Hill to Scripps Ranch Relining Project

About This Project

This project is part of the San Diego County Water Authority’s pipeline relining program, which rehabilitates and extends the life of aging water delivery pipelines. The relining process involves inserting steel liners into existing pipelines to reinforce them to prevent water leaks and breaks. This helps ensure a safe and reliable water supply for our region’s future.



This Project

All relining work is conducted in segments based on the age of the pipelines and the need for improvements. The Miramar Hill to Scripps Ranch Relining Project will rehabilitate approximately 3.25 miles of two of the Water Authority's pipelines that traverse portions of the Mira Mesa and Scripps Ranch communities.

This project will have five scheduled pipeline shutdowns, which will require 24-hour construction work and activities. Like relining work during normal working hours, most of the shutdown work and activities will take place underground, within the pipelines. The Water Authority will minimize noise and light disruptions to project neighbors, as much as possible, by pointing lights downward and installing sound walls at each of the portal locations. The shutdowns are necessary to keep untreated imported water flowing to member agencies, such as the city of San Diego, during construction. These shutdowns will not affect delivery of water to your home or business. Please see the schedule and portal location map, below, for more information.

In 2005, the Water Authority performed similar work in the Scripps Ranch community when they relined Pipeline 4 from Red Cedar Drive south to State Route 52.Two existing small pipelines will be replaced with one larger pipeline. Nearly one mile long, the new pipeline will be constructed in a tunnel and will be able to deliver larger quantities of untreated water. A majority of work on the tunnel and new pipeline will take place underground in Mission Trails Regional Park, just east of the community of Tierrasanta in the city of San Diego.
