The member agency shall determine the size of the water meter to serve any property within its jurisdiction.
In the event an agency calculates the water demand by the Equivalent Dwelling Unit ("EDU") method, the Water Authority's System Capacity Charge and Water Treatment Capacity Charge will be collected based on the size of meter actually installed to meet flow demand.

Water Standby Availability Charge
The Water Authority levies and collects an annual water standby availability charge, which is $10 per acre or parcel, whichever is greater. The charge is added to the Secured Tax Roll collected via the County of San Diego's property tax collection process and is remitted by the County to the Water Authority. The collections are restricted to pay for the Capital Improvement Program and are deposited into the Pay-As-You-Go Fund.
