The Multifamily Toilet Program offers up to
$75 per toilet to replace existing toilets with ultra-low-flush models, or up to $200 per toilet when installing high-efficiency toilets (HET). . Typical
pre-1981 toilets use about 5-7 gallons of water per flush. A ULFT uses only
1.6 gallons per flush - a savings of more than 60 percent every time it's flushed. HETs save 20 percent more water than standard ULFTs. Some models utilize two types of flushes - one for liquids and one for solid matter.
The program is sponsored by the San Diego County Water Authority, its participating
member agencies, and the Metropolitan Water District of Southern California.

Processing Center is open Monday – Saturday from 8:00 a.m. to 5:00 p.m.

Municipal Water District, City of Del Mar, City of Escondido, Helix Water District,
City of Oceanside, Otay Water District, Padre Dam Municipal Water District,
City of Poway, Rainbow Municipal Water District, Ramona Municipal Water District,
Rincon del Diablo Municipal Water District, City of San Diego, San Dieguito
Water District, Santa Fe Irrigation District, Sweetwater Authority, Vallecitos
Water District, Valley Center Municipal Water District, and Vista Irrigation

To Qualify
- Apartment complexes, town homes, condomniniums, duplexes, triplexes, and mobile homes in participating water districts are eligible.
However, the supply of toilet vouchers is limited. They will be distributed
on a first-come, first served basis.
- Toilets must replace fixtures using at least 3.5 gallons per flush.
- Toilets installed as part of new construction or bathroom additions do
NOT qualify.
- Customers participating in the program agree to respond to a brief water
conservation survey and allow an on-site installation verification.
- The voucher is for a point-of-purchase discount only. No rebates will be
issued.
- Complexes built after 1994 do NOT qualify.
Follow these steps
- Call the Voucher Processing Center at (800) 986-4538 to make sure you are
eligible and that vouchers are still available.
- Within one week of receipt of your request, subject to availability, we
will mail a voucher redeemable for up to $75 per ULFT (up to $200 per HET) requested. Vouchers
may only be applied to the cost of the toilet tank, bowl, and sales tax.
- Vouchers expire 30 days after issuance. Upon receipt, please check the
expiration date and purchase your toilet before the voucher expires. You may
request an "instant" voucher and, if eligible, it will be faxed
directly to the store. Instant vouchers expire three days after issuance.
- Select a toilet that fits your bathroom and your needs. Measure the "rough-in"
dimension: distance from wall to the middle of the toilet drain opening.
- Use your toilet voucher to purchase a toilet from participating suppliers.
Be sure to choose a toilet that is on the Authority's list of approved models.
- After you have purchased your toilet, mail a copy of the sales receipt and
the pink copy of the voucher to the Voucher Processing Center. The mailing
address is indicated on the voucher form.
- All voucher program participants are subject to an on-site installation
verification.
