Project Labor Agreement

The Project Labor Agreement is a collective bargaining agreement between Parsons Construction Inc. (acting on behalf of the Water Authority) and its successors or assignees (“the Project Contractor”) and

Plan for the Settlement of Jurisdictional Disputes

The Emergency Storage Project is a multi-year, $834 million undertaking of the Water Authority. The timely and successful completion of this project is critical to the ability of the Water Authority to meet the emergency water storage needs of San Diego and to prevent economic disruption and personal suffering caused by limited water supplies. It is therefore essential that the construction work be done in an efficient, economical manner in order to secure optimum productivity and to avoid any delays in the project.

In recognition of the special needs of this project and to maintain a spirit of harmony, labor-management peace and stability during the term of this Project Labor Agreement, the parties agree to establish effective and binding methods for the settlement of all labor misunderstandings, disputes or grievances which may arise; and in recognition of such methods and procedures, the Unions agree not to engage in any strikes, slow downs or interruption of work and the contractor agrees not to engage in any lockout. The parties are committed to providing open access to bidding opportunities for all contractors and to assuring an adequate supply of craft workers possessing the requisite skills and training in order to provide the ratepayers a project of the highest quality.

Purposes of the PLA

  • Prevention of work stoppages or slowdowns throughout the project construction period
  • To provide a cost-effective workers’ compensation system that binds participants to a system of mediation and arbitration, rather than going to court, to settle all disputes and grievances
  • To encourage contracting with disadvantaged minority-owned and women-owned businesses for portions of the work
  • To provide for worker hiring from the local geographical labor pool when practicable
  • Enhance safety through mandatory substance abuse testing.
