Draft Environmental Impact Report

Project Description

The San Diego County Water Authority invests in a range of projects that ensure the safety and maintenance of its pipelines, increase water storage and delivery capabilities, and provide alternative water supply sources. The Water Authority must address any environmental impacts caused by these projects. The Tijuana River Valley Wetlands Mitigation Project will establish approximately 40 acres of native wetlands and transitional uplands within the Tijuana River Valley. From the wetlands created, nearly nine acres will offset impacts created by the Emergency Storage Project, 23 acres will support future Water Authority projects, and the remaining acres will be used to compensate for the construction of the project. Additionally, the project will establish recreational trails on the project site that in the future will connect to the Tijuana River Valley Recreational Park trail system.

Environmental Documents

Prior to proceeding with the project, the Water Authority is preparing an environmental impact report for the Tijuana River Valley Wetlands Mitigation project. The report is a study that describes the need for a project, evaluates its influence on the environment, identifies measures to avoid or mitigate impacts, and identifies project alternatives. Water Authority staff has identified a preferred project and an alternative on San Diego County owned properties. The Water Authority’s Board of Directors will use the report to help determine which project to approve.

Preferred Project

The study’s preferred project site is located within the Tijuana River Valley Regional Park, south of the Tijuana River, and west of the Smuggler’s Gulch Channel. If approved, this project would reclaim an agricultural field, remove abandoned and dilapidated farm structures, establish a permanent surface connection to the Tijuana River, and ensure that the Tijuana River flows across the site during two-year flood events or greater. This project would also provide a system of recreational trails connected to existing trail segments.
