Project Description
The San Diego County Water Authority’s pipeline relining project rehabilitates and extends the life of two of its aging water delivery pipelines, Pipeline 3 and 4. The relining process involves inserting steel or carbon fiber lining into existing infrastructure to reinforce the pipes to prevent water leaks and pipeline breaks. This helps ensure a safe and reliable water supply for our region’s future. Pipeline 4 transports water to Pipeline 3 through the Second Aqueduct.
The relining is done in segments based on the age of the pipelines and the need for improvements. The Paint Mountain Relining Project involves rehabilitating a portion of Pipeline 4 beginning at Paint Mountain along the aqueduct. The project continues south through Rancho Santa Fe for approximately two miles before ending just north of the Del Dios Highway.
The construction crews conduct most of the work underground by establishing
and entering the pipeline in six various sites or portals along the route.
Large wooden structures known as sound walls are temporarily placed at
each of the portals to adhere to environmental regulations and ease noise
impacts to residents.
