Project Description
The San Diego County Water Authority is preparing for construction
on Pipeline 4 in the communities of Scripps Ranch, Pomerado and the Marine
Corps Air Station Miramar. The project consists of the installation of
a steel liner in 26,048 lineal feet of existing 69-inch, and 84-inch pipe
located in the Scripps Ranch area and on the Marine Corps Air Station
Miramar, specifically from Scripps Lake Drive south to the State Route
52 Freeway. Pipeline 4, together with Pipelines 3 and 5, form the Second
San Diego Aqueduct, one of two underground pipeline aqueduct systems delivering
water to San Diego County.

Location
of Construction Portals
Relining work is conducted via 40-foot-long sections of pipe that are
excavated to gain access to the interior of the pipe and to introduce
relining materials. These construction portals will remain active for
approximately five months. Not all portals will be active
at the same time, however. Pipeline relining is done in several phases,
and work may shift from one portal to another depending on which phase
is under way.
In addition to the construction portals, other locations along the
pipeline will be used to support relining activities. Concrete, ventilation
and power may be introduced into the pipe at these locations. No excavation
will be necessary at these locations, which will be used intermittently
during the eight-month-long relining project.

Impacts
to Miramar Ranch Elementary School
This project will impact Miramar Ranch Elementary School, as Pipeline
4 lies directly beneath school grounds. One of the construction portal
sites is located south of Miramar Ranch Elementary School, 200 feet south
of Red Cedar Drive within the existing easement. There will also be construction
activity on the school grounds surrounding a 30-inch-diameter man way
near the portable classrooms. There will be construction crews, equipment,
both air handling and concrete pumping units, concrete trucks, grouting
materials, and small trucks in this area. A sound wall will be built around
the structure to reduce the noise created to a level permitted under the
City of San Diego noise abatement ordinances. Work hours are currently
scheduled from 7 a.m. to 7 p.m. Monday through Friday. The Water Authority
is working closely with school officials and community leaders to minimize
the impacts of relining activities including noise, dust and traffic to
the school and the surrounding community.
