Description
The Otay 14 Flow Control Facility currently measures, monitors, and
directs up to 8 million gallons of treated water to the Otay Water District
on a daily basis. The facility draws water from an existing 48”
Helix Water District pipeline which conveys treated water produced at
the R. M. Levy Water Treatment Plant and directs it into a Water Authority
pipeline that connects to an Otay Water District reservoir. This expansion
project will double the facility’s water delivery capacity to 16
million gallons per day and prepare the facility for connection to a new
36-inch Otay Water District pipeline.
This expansion project is an important part of the East County Regional
Treated Water Improvement Program. The program will significantly improve
the regional water treatment capacity in San Diego’s east county
to reduce the demand from the Water Authority’s regional aqueduct
delivery system. The Water Authority, Lakeside Water District, Padre Dam
Water District, Otay Water District, and Helix Water District are implementing
the program by increasing the treatment capacity of the R. M. Levy Water
Treatment to 106 MGD, and upgrading or constructing various flow control
facilities, pump stations, and pipelines. The expansion of the Otay 14
Flow Control Facility is an integral part of the program.
