Project Description

The San Diego County Water Authority’s pipeline relining project rehabilitates and extends the life of its aging water delivery pipelines. The relining process involves inserting steel lining into the existing pipeline to reinforce it to help prevent water leaks and breaks. This helps ensure a safe and reliable water supply for our region’s future.

The relining is done in segments based on the age of the pipelines and the need for improvements. The Mission Trails to Lake Murray Relining Project involves rehabilitating a portion of Pipeline 3 beginning immediately south of State Route 52 in Mission Trails Regional Park east of the community of Tierrasanta and continues south to Lake Murray in the community of San Carlos covering approximately three miles.

The construction crews will conduct most of the work underground, inside the pipe, by establishing and entering the pipeline in 11 various sites or portals. Large wooden structures known as sound walls are temporarily placed at each of the portals to adhere to environmental regulations and ease noise impacts to residents.

Location of Construction Portals (Access Points)

Pipeline relining is conducted in several phases; using portals developed by removing 40-feet of existing pipe to gain access to the interior of the pipeline and to install relining materials. These 11 construction portals remain exposed but are gated and secured during construction. Not all portals are active at the same time, however. Work shifts from one portal to another depending on which phase is under way. The contractors usually work in a north to south pattern.

The Mission Trails to Lake Murray Pipeline 3 Relining Project became a priority after a pipeline break in Mission Trails Regional Park in May 2006.
   
Crews must remove a 40-foot section of pipeline to access the interior of the pipeline.
   
Twenty-foot sections of steel liners are delivered to the portal locations for insertion into the aging pipeline.
   
Crews lower the liner into the portal. Once in place a special cart carries the liner into the pipeline for placement.
   
Sound walls surround each portal for safety and to reduce noise heard by neighbors. All construction activity occurs within the portal sound walls.
   
Once the liner is in place crews fill the space between the old, aging pipeline and the new liner with a protective grout.
   
After the entire section of pipeline is relined the 40-foot section of pipeline that was removed to install the liners is replaced with a relined section of pipeline. Crews then cover the pipeline, refill the portal hole and remove the sound walls, restoring the area to pre-construction conditions.
