Description
The San Diego County Water Authority certified the environmental
study for the Carryover Storage and San Vicente Dam Raise Project (Carryover
Storage Project) on April 24, 2008. The purpose of this project is to
establish an additional 100,000 acre-feet of carryover water storage for
the region.
The environmental study, called an Environmental Impact Report and Environmental
Impact Statement, assessed the environmental and human effects of implementing
the Carryover Storage Project at San Vicente Reservoir in Lakeside and
in Moosa Valley in Valley Center. Raising San Vicente Dam for carryover
storage was the preferred alternative because it produces the least amount
of impacts and is the least costly alternative. Raising San Vicente Dam
an additional 63 feet, beyond the 54 feet already approved for the Emergency
Storage Project, was the selected and approved alternative. An environmental
study was required to fully analyze other viable alternatives in order
to fairly compare and contrast environmental impacts. As a result, the
dam will be raised one time, a total of 117 feet, to provide 152,000 acre-feet
of combined emergency and carryover water storage.
Carryover storage refers to a process of accumulating water during wet
seasons/years when it is plentiful, keeping it in storage, and carrying
it over for use in subsequent dry years when there is a shortage. Carryover
storage is important to increase the reliability and flexibility of the
region's water supply through the year 2030.
