Del Dios Relining Project

Pipeline 4

Project Description

The San Diego County Water Authority is relining Pipeline 4 with steel to reinforce the pipe and ensure a safe and reliable water supply for our region’s future. The relining project begins just north of Del Dios Highway along the Water Authority’s Second Aqueduct and moves south, ending near Black Mountain in Rancho Peñasquitos. Work on this portion of the relining project is continuing through June 2006. A pipeline interconnection on Paint Mountain, near Elfin Forest, will also be included in this project. This is where Pipeline 4 connects to Pipeline 3 in the Second Aqueduct.

Since most of the relining work is conducted underground, there are 16 portals, or openings, established along the route, beginning near Del Dios Highway in the Rancho Cielo area. Large wooden structures known as sound walls are temporarily placed at each of the portals to adhere to environmental regulations and ease noise impacts to residents.

Location of Construction Portals (Access Points)

Relining work is conducted using portals developed by removing 40-feet of existing pipe to gain access to the interior of the pipeline and to install relining materials. These 16 construction portals remain open while work is in progress. Not all portals are active at the same time, however. Pipeline relining is conducted in several phases. Work shifts from one portal to another depending on which phase is under way.
