Anyone who read yesterday’s newspaper almost certainly could not help but groan at the front-page story recounting the absurdities uncovered by San Diego City Auditor Eduardo Luna in the bonus program for water and wastewater employees and the local story reporting a commission’s analysis of the salaries paid the mayor and members of the City Council.
