Letters to Editor: Here's an incentive to save water

I am responding to Ralph Fitzgerald's letter regarding conserving water (Jan. 21). My water company (Rincon del Diablo Municipal Water District) gives an incentive monthly if you use a minimum of water for that month. For example, I received an $11.72 credit on my bill as a frugal users discount.

To me, this is the best incentive for a consumer to conserve water. Many other companies try to force you to conserve water by raising the rates as you consume more water. This might have an effect on conserving water, but I feel Rincon's approach with a frugal users discount is a better tactic.
