Sacramento Office
The San Diego County Water Authority opened its Sacramento Office in October 2005. The office is staffed by Government Relations Manager Jeffrey Volberg. Mr. Volberg is an attorney, and was a consultant on water issues to legislators and legislative committees for 10 years prior to joining the Water Authority.

Current issues the Sacramento office is following include the CALFED Bay-Delta Program, the Bay-Delta Conservation Plan (BDCP), and upcoming water bond proposals. The Sacramento office also provides analysis of state and federal legislation relating to water, and works with the Water Authority’s legislative advocates to promote and protect the Water Authority’s interests in Sacramento and Washington, D.C.
The Sacramento Office is located on the 17 th floor of the Esquire Building at 1215 K Street in downtown Sacramento, just two blocks from the State Capitol.
